欧盟通过世界上第一部绿色航运燃料法

EU confirmed the world's first green shipping fuels law

3月23日,欧洲议会(European Parliament)和欧盟理事会(Council of the European Union)两大欧盟立法机构达成了有关FuelEU Maritime法规立法草案的临时协议。FuelEU Maritime 法规将强制船舶从2025年起使用绿色燃料,并于2028年对该立法进行审查。欧盟委员会表示,FuelEU Maritime对船用燃料的全生命周期(即从生产到使用)温室气体排放的强度设定了限制,以帮助航运业脱碳。欧洲运输与环境协会(T&E)表示,欧盟所有机构和成员国一致通过的FuelEU Maritime法规向潜在投资者和燃料供应商发出了强烈的信号,绿色航运燃料将开始被生产并使用。由于许多船舶无法直接实现电气化,电制燃料是航运业脱碳仅有的几个选择之一。

Following agreement by the European Parliament and Council on March 23, the FuelEU Maritime law will force shipping to use green fuels from 2025, with a review of the legislation due in 2028. “FuelEU Maritime will help decarbonise the maritime transport sector by setting maximum limits on the yearly greenhouse gas intensity of the energy used by a ship,” said the EC. The EU’s FuelEU Maritime law, agreed by all the EU bodies and member states, sends a strong signal to potential investors and fuel suppliers to start producing these green fuels for shipping, says T&E. E-fuels are one of the only options shipping has to decarbonize, where direct electrification for many vessels is not possible.

Danish shipping giant Maersk has unveiled the design for its first green methanol-powered containership; 2,100 TEU capacity feeder ship. The vessel is the first of nineteen carbon neutral ships Maersk has on order that will be powered by green methanol fuel, with delivery planned for later this year. It will be operated by Maersk’s Sealand Europe brand, a subsidiary that Maersk is in the process of integrating into the “Maersk” moniker, on the Baltic shipping route between Northern Europe and the Bay of Bothnia. To power its methanol-fueled fleet, the company has been busy lining up suppliers to source the around 1 million metric tons of green methanol fuel per year that the vessels will require. This will save about 2.3 million metric tons of CO2 from entering the atmosphere annually, compared to conventionally-fueled ships.

On March 22, a consortium of global shipping organizations and the Oil and Gas Climate Initiative (OGCI) have received approval in principle from the American Bureau of Shipping (ABS), to use a carbon capture system onboard an oil tanker. The Project REMARCCABLE is the world’s first project aimed to demonstrate end-to-end shipboard carbon capture at scale. The consortium began the first phase of Project REMARCCABLE in 2022, which involved conceptual design and a front-end engineering design study of the carbon capture system. The second phase would include engineering, procurement, and construction of a prototype shipboard carbon capture system and onshore commissioning. Phase three would focus on integrating the carbon capture system with the medium-range (MR) tanker and conducting sea trials. The consortium’s members believe the onboard carbon capture system could help accelerate commercial deployment of shipboard carbon capture technology within the next five years.

Tips:从目前航运市场的实际情况看,油类、集装箱及散装货物的运输是海上货流的主体。油船具有以下3个特点:

(1)长宽比较小。油船宽吃水比及方形系数较大,属于肥大型船舶,满载航行时甲板离水面很近。

(2)油船装载时纵向弯矩较大。因此油船油舱结构多采用纵骨架式,以增强纵向强度。油船货舱内均设有舱壁,保证纵向强度和减轻自由液面对稳性的影响;油船设置多道横舱壁和强肋骨框架,用以增强横向强度。

(3)油船货舱区域甲板管系较多,并设有纵通的人行步桥或安全通道。在甲板纵中部布置集管区,以便与岸上管系连接。油船在装卸货油时通过货油泵和输油管系经集管区向外输送的,甲板上无大型起货设备和大舱口,仅在集管区设起重量较小的油管吊,配合货油泵、管路及各种控制阀完成装卸货油作业。
