联合国开启重大行动,避免也门海域发生灾难性石油泄漏

UN starts removing oil from decaying FSO in Red Sea

当地时间7月25日,在也门红海海域,联合国启动了一项复杂的海上救助工作,目的是转移日渐破败的浮式石油储存和卸载装置“安全”号上的100万桶原油。联合国相关官员警告称,一旦发生石油泄漏,将给也门红海沿岸带来灾难性的后果。据估计,漏油量将会是1989年发生在阿拉斯加的“埃克森·瓦尔迪兹”号特大漏油灾难的四倍,仅清理费用估计就将达到200亿美元。联合国开发计划署发言人贝尔指出,泄漏的石油可能到达非洲海岸,将瞬间摧毁20万人的生计,而且需要25年才能恢复该海域的鱼类资源。此外,向也门运送食品和物资的部分港口也会被迫关闭,约1700万民众的人道主义援助将被切断。相关人士表示,此次石油转移是避免红海及周边地区经济、环境和人道主义危机的关键一步。

Last Tuesday, The United Nations said it had started the removal of more than 1 million barrels of oil from a decaying supertanker off Yemen's Red Sea coast in a complex operation. U.N. officials have been warning for years that the Red Sea and Yemen's coastline was at risk as the Safer tanker could spill four times as much oil as the 1989 Exxon Valdez disaster off Alaska, and a spill could cost $20 billion to clean up. UNDP spokesperson Sarah Bel warned that any spilled oil could reach the African coast, damaging fish stocks for the next 25 years and destroying 200,000 jobs. It would also close ports that bring food and supplies to Yemen, where some 17 million people rely on humanitarian aid. The oil transfer is a critical step towards averting an economic, environmental, and humanitarian crisis in the Red Sea and beyond.

Michelin's Wing Sail Mobility (WISAMO) has been installed on the MN Pélican, a container ship owned by Compagnie Maritime Nantaise – MN. Designed as an inflatable, retractable, and automated wing sail, the WISAMO system has the potential to lead to up to 20% fuel savings per ship. The wing is suitable for various vessel types, including ro-ro vessels, bulk carriers, gas carriers, and tankers. It can be integrated during the ship’s design phase, serve as original equipment, or be retrofitted onto already operational ships. Its retractable feature allows for seamless navigation in ports and under bridges. MN Pélican is operating on the regular route between Poole (Great Britain) and Bilbao (Spain), the installation presents a crucial opportunity for Michelin to put the WISAMO wing to the test in actual commercial maritime conditions, taking the technology a step closer to its industrial development phase.

A new study underscores the vast potential offered by nuclear propulsion both in terms of emissions reduction and operational efficiency. Carried out by ABS and Herbert Engineering Corp, it models the impact of nuclear propulsion on the design, operation and emissions of a 14,000 TEU container vessel and a 157,000 DWT Suezmax tanker. For the containership the study modeled the impact of two, lead-cooled, 30 MW fast reactors, finding it would likely increase cargo capacity and operational speed, while eliminating the need for refueling during its entire 25-year lifespan. On the Suezmax vessel, the study found the addition of four, 5 MW, heat-pipe microreactors, while decreasing cargo capacity, would raise operational speeds and, like the containership, only require refueling once during its 25-year life. Both concept vessels would emit zero CO2. “A net-zero world is more easily realized through nuclear propulsion, and we are putting in place the foundations for that future today,” said Christopher J. Wiernicki, ABS Chairman and CEO.

The Panama Canal will extend restrictions on ships'maximum depth, and it has limited average crossings to just 32 ships a day. During Panama's rainy season, this canal, which accounts for about 3.5% of this maritime trade, has an average of 35-36 ships typically cross it each day, the authority has said. Due to the extended dry season and higher evaporation rates, the canal’s water levels have been affected. The canal authorities have taken proactive steps, these measures are aimed at preparing for possible long-term effects of climate change on the region’s weather and water supply. If the depth limit were raised, ships would have to carry less cargo to stay afloat, which could impact their efficiency and profitability. This slowdown in traffic can cause problems for global trade and supply chains that rely on the canal’s quick and efficient passage.
